TRANSPORTATION PLANNING
Memphis Metropolitan Area Long Range Transportation Plan
The Memphis Metropolitan Area Long Range Transportation Plan is a multi-modal transportation plan to the year 2030. The plan, mandated by federal law, is adopted by the Memphis Urban Area Metropolitan Planning Organization (MPO) and all jurisdictions. The areas served by the MPO are comprised of Shelby County, Tennessee, the western portion of Fayette County, Tennessee, and northern Desoto County, Mississippi. For these areas, all transportation improvements to be funded by the state and federal governments are included in the plan.
The MPO has produced a Long Range Transportation Plan, which includes all of the detailed information summarized on this web site. An Executive Summary of the plan also is available. Transportation Improvement Plan (2008-2011)
In the coming months the MPO staff and participating agencies and governments will be preparing the Transportation Improvement Plan for 2008 – 20011(TIP). At meetings of the MPO Boards and Committees, to be held between May and August of this year, action will be taken on the prioritization of projects for funding, as well as allocation of funds to those projects. The adoption of the TIP for 2006 – 2008 will be at the August meeting of the MPO Executive Board. Stay tuned to our web site for updates on meetings and progress being made toward the adoption of the TIP.
Transportation projects and improvements are funded from various sources. Where state or federal funds may be involved, those projects must be contained in what is known as our Transportation Improvement Plan, (TIP). Projects funded completely with local funds are not contained in this document. A TIP must be adopted by the MPO every other year and cover a minimum of three fiscal years. The TIP serves two principal functions:
1. Demonstrates that federal, state and local funds are available for the project, and
2. Provides the general public, MPO agencies and participating governments input on the projects chosen and the amount of funding to be allocated to the project.
Federal funds identified in the TIP come from the Federal Highway Trust Fund, which receives funding from federal gasoline taxes. Congress appropriates those funds each year to such funding categories as National Highway System Projects, Surface Transportation Projects funds, Mass Transit, Congestion Management and Air Quality, and Surface Transportation Project Enhancement funds.
The source of State funds is usually, but not limited to, state gasoline tax revenue. These funds are used to meet required match on state sponsored federally funded projects and 100 percent state funded projects. The state usually provides 20 percent match of total project cost for National Highway System projects and state sponsored Surface Transportation Project funding.
Local funds may be from either direct local tax dollars or bond funds allocated to specific projects. Local funds contained in the TIP are designed to meet the required 20 percent match of the total project cost.  The source of the other 80 percent is federal dollars from such programs as Surface Transportation Projects, Enhancement Grants, Congestion Management and Air Quality funds, and Transit funds.
